I conduct threat assessments, route reconnaissance, security threat investigations and act as the liaison with local, state, and federal law enforcement agencies in developing operational briefs for clients.
I assist in the selection of contract professionals such as private investigators, current and former law enforcement officers and certified security personnel for security operations and protective details for clients. These individuals provide personal protection for clients, keeping them safe from physical threats while maintaining a high level of anonymity, professionalism, and privacy.

My responsibilities included specifying how the Extradition/Fugitive Section is to implement the powers and responsibilities specified by the Federal Uniform Criminal Extradition Act as incorporated in Article 37 of the Uniform Criminal Extradition Act of the North Carolina General Statues. Provide operational oversite for all extradition missions in the return of county offenders, probationers, parolees, prison escapees and those requesting state reimbursement for County and Local Law Enforcement cases for all 100 counties to fulfill their legal obligations with courts, the Parole Commission, and the North Carolina Department of Public Safety.
I was responsible for a multimillion-dollar budget, oversite of equipment, weapons, vehicle assets, the training and supervision of Extradition Task Force Officers and the operational integrity of the extradition missions across the United States. I oversaw policy development for the Extradition Section, use of force investigations, threat assessments and officer safety.
I was responsible for the delegation of extradition missions for the North Carolina Department of Public Safety.
I assisted in the reimbursement of counties conducting extradition missions for local District Attorneys and local law enforcement. I worked in conjunction with local, state, and federal correctional facilities to ensure that all requirements for extradition are properly executed in compliance with federal and state guidelines.

Surveillance Officer – Fugitive Recovery Officer -Threat Group Specialist

Responsibilities included the monitoring of individuals adjudicated by the North Carolina Court system who have been sentenced to some type of probation and/or post release. Assisted in the development of case files in reference to the activities and behaviors associated with patterns of criminal behavior. Assisted in the search and capture of individuals who have absconded from the supervision of their probation officer.
Assisted in the development and implementation of the Community Threat Group Program utilized by the NC Department of Public Safety (Division of Community Correction). Trained all officers identified as Community Threat Group Officers in the process of documenting, monitoring and tracking individuals identified as Community Threat Group (Gang) members. Developed lesson plans and narratives used in identifying and monitoring members of Community Threat Groups.
Trained staff assigned to the Division of Community Corrections, students, teachers, law enforcement officials and parents in the identification of Threat Groups. Assisted the Institute of Homeland Security Workforce Development and Rural Domestic Preparedness Consortium in the development of a training platforms that are taught nationally as they relate to the effects of Threat Groups and the resulting threat to our national security.

Conducted investigations into all incidents that may have had STG implications. Assisted the Chief of Security office in investigations throughout the state of North Carolina’s prison system that may have had STG characteristics. Routinely assisted in the identification of STG related tattoos, signs, symbols and graffiti. Along with the STG committee at Polk, responsible for the validation of over 2000 inmates while assigned to the position of Facility Intel Officer at Polk Correctional Institution.
Routinely generated reports to the Facility Administrator, Regional Director and Chief of Security office. Maintained accurate validation packages that ultimately are distributed across the state as inmates are rehoused at different facilities. Facilitated STG training for new hire orientation as well as in-service training. Assisted in the development and implementation of gang suppression and intervention strategies that are presented to custodial agents, non-custodial staff and to the surrounding communities. Responsible for the transportation of High Risk Felony inmates assigned to the states only High Security Maximum Control Housing Unit (HCON).
