January 1986 to January 1992

Served with distinction as a military police officer and scout sniper. Served as team leader (NCOIC) of the Special Response Team at Camp Lejeune, NC and NATO Security Operations Team Leader. Also served as a weapons instructor, patrol commander, animal control officer, Internal Affairs and Undercover Drug Operative with the Federal Bureau of Investigation. Served honorably as an asset for the Naval Investigative Service, North Carolina State Bureau of Investigations and Onslow County Sheriff Department, as well as a Dignitary Protection Specialist. Under this organization provided security for both foreign and domestic dignitaries within the United States. Included dignitaries such as Col. Oliver North and General A.M. Grey.  In addition, provided assistance in counter-intelligence and security operations in countries such as Norway, Iceland, and Honduras.

Chief Operations Officer

My responsibilities include training, policy development, establishing contract agreements and the entire security posture of the company. I oversee the companies’ operational risks, needs and exposure in dealing with some the nation’s most high-profile individuals and their security needs. I conduct threat assessments, route reconnaissance, security threat investigations and act as the liaison with local, state, and federal law enforcement agencies in developing operational briefs for clients.

I assist in the selection of contract professionals such as private investigators, current and former law enforcement officers and certified security personnel for security operations and protective details for clients. These individuals provide personal protection for clients, keeping them safe from physical threats while maintaining a high level of anonymity, professionalism, and privacy.

Fugitive Extradition Task Force

My responsibilities included specifying how the Extradition/Fugitive Section is to implement the powers and responsibilities specified by the Federal Uniform Criminal Extradition Act as incorporated in Article 37 of the Uniform Criminal Extradition Act of the North Carolina General Statues. Provide operational oversite for all extradition missions in the return of county offenders, probationers, parolees, prison escapees and those requesting state reimbursement for County and Local Law Enforcement cases for all 100 counties to fulfill their legal obligations with courts, the Parole Commission, and the North Carolina Department of Public Safety.

I was responsible for a multimillion-dollar budget, oversite of equipment, weapons, vehicle assets, the training and supervision of Extradition Task Force Officers and the operational integrity of the extradition missions across the United States.  I oversaw policy development for the Extradition Section, use of force investigations, threat assessments and officer safety.

I was responsible for the delegation of extradition missions for the North Carolina Department of Public Safety.

I assisted in the reimbursement of counties conducting extradition missions for local District Attorneys and local law enforcement. I worked in conjunction with local, state, and federal correctional facilities to ensure that all requirements for extradition are properly executed in compliance with federal and state guidelines.

Threat Group Coordinator

I was responsible for the continuing development of the Security Threat Group Initiatives as well as the training and implementation of policies in reference to gangs and threat groups. Appointed as the approving authority of all validations requests of STG case files. Assisted staff in the monitoring, identification and validation of individuals that are considered Gang Members.

I was assigned to oversee and work with local, state and federal law enforcement agencies in strategies to reduce the proliferation of gang activity. Assisted in the training of certified and non-certified staff as well as assisted in the selection and training of staff assigned to the FBI Task Force, US Marshall Violent Offenders Task Force and Section of Prisons Special Teams. Assisted other states with the development of Gang Programs and Validation Processes. Acted as liaison for the section to the FBI responsible for Suspicious Activity Reporting procedures. Current member of the NC Gang Investigators Association, East Coast Gang Investigators Association, and program developer for the Rural Domestic Preparedness Consortium. Current member of the North Carolina State Emergency Response Team.

Surveillance Officer – Fugitive Recovery Officer -Threat Group Specialist

April 2010 - January 2013

Responsibilities included the monitoring of individuals adjudicated by the North Carolina Court system who have been sentenced to some type of probation and/or post release. Assisted in the development of case files in reference to the activities and behaviors associated with patterns of criminal behavior. Assisted in the search and capture of individuals who have absconded from the supervision of their probation officer.

Assisted in the development and implementation of the Community Threat Group Program utilized by the NC Department of Public Safety (Division of Community Correction). Trained all officers identified as Community Threat Group Officers in the process of documenting, monitoring and tracking individuals identified as Community Threat Group (Gang) members. Developed lesson plans and narratives used in identifying and monitoring members of Community Threat Groups.

Trained staff assigned to the Division of Community Corrections, students, teachers, law enforcement officials and parents in the identification of Threat Groups. Assisted the Institute of Homeland Security Workforce Development and Rural Domestic Preparedness Consortium in the development of a training platforms that are taught nationally as they relate to the effects of Threat Groups and the resulting threat to our national security.

Polk Correctional

March 2010 to April 2010

Responsibilities included the custody, care and welfare of staff assigned to Unit #5 at PCI. Assisted in the management of the reception, orientation and diagnostic housing unit. Responsible for the scheduling of all assigned staff, their time reports and their TAP’s. Acted as the unit hearing officer and oversaw the disciplinary process. Assisted in the development of new strategies to modify the behavior of newly admitted inmates while they transition to a prison environment.

Gang Intelligence Officer

Polk Correctional

June 2005 to March 2010

Responsibilities included the validation, tracking and monitoring of Security Threat Group inmates assigned to Polk Correctional. Conducted investigations into all incidents that may have had STG implications. Assisted the Chief of Security office in investigations throughout the state of North Carolina’s prison system that may have had STG characteristics. Routinely assisted in the identification of STG related tattoos, signs, symbols and graffiti. Along with the STG committee at Polk, responsible for the validation of over 2000 inmates while assigned to the position of Facility Intel Officer at Polk Correctional Institution.

Routinely generated reports to the Facility Administrator, Regional Director and Chief of Security office. Maintained accurate validation packages that ultimately are distributed across the state as inmates are rehoused at different facilities. Facilitated STG training for new hire orientation as well as in-service training. Assisted in the development and implementation of gang suppression and intervention strategies that are presented to custodial agents, non-custodial staff and to the surrounding communities. Responsible for the transportation of High Risk Felony inmates assigned to the states only High Security Maximum Control Housing Unit (HCON).

Use of Force Investigations Polk Correctional

June 2004 to June 2005

Responsibilities included the investigation of all use of force incidents, alleged use of force incidents, internal investigations, internal affairs and disciplinary reports that stem from any use of force or inmate misconduct. Generated reports in reference to the daily operation of HCON and Special Housing. Prepared reports that are submitted to the Facility Administrator, Regional Director, Chief of Security and Director of Prisons. Prepared reports for court proceedings as well as testified in Civil, District, and Superior and assisted in developing case file for Federal Court proceedings.

Responsible for the training of certified staff who was selected to work in the state’s only High Security Maximum Control housing unit. Assisted in the development and implementation of policies and standard operational procedures for HCON and Special Housing. Responsible for escorting high profile and high escape risk inmates to outside court appearances and remote appointments.

Tactical advisor for the Facility Intelligence Unit. Assisted in the development of Security Threat Group Policies and strategies to suppress gang or threat group proliferation in the prison system. Provided advice and counsel to the Facility Intel Officer in reference to search and interrogation techniques.

Responsibilities included the custody, care and welfare of staff and inmates assigned to North Carolina Correctional Institution for Women. Responsible for the identification of female gang members and assisted the Intel Officer in developing policies and standard operating procedures regarding female gang activity.

Provided supervision for correctional staff assigned to the only High Security Maximum Control (HCON) housing unit in the state.
